Again and again the duration of procurement is underestimated. This is particularly so with procurement measures where the contract volume exceeds the limit established in the Directive for pan-European invitations to tender. It is not unusual for the process to take 6 months or more. The duration is a result of the deadlines to be kept, e.g. for the preparation of offers after tendering or informing bidders that their offer has been turned down, not taken into account in the process.
Frequently the requirements for producing the contract documents are not correctly assessed. And it is often not taken into consideration that in individual cases legacy services have to be continued for a certain time, even though the work has already been commissioned (“migration phase”).
