Knowledge is power.
A core element of the transformation process is the ability for Network Centric Warfare (NCW). By netting all sensors, operational centres and effectors of the combined/joint forces, an information superiority shall be reached and converted into a command and control superiority and, finally, into a superior operational effectiveness. As a result the Armed Forces will achieve increased operational speed, a better strike capability and an improved survivability.
Technical improvements are the one prerequisite for Network Centric Warfare: comprehensive architectures which can be used for different platforms have to ensure media-consistent communications. Modularity and standardisation are crucial.
However, the second key component is often forgotten: people. "NCW starts in the mind." Using modeling and simulation as part of the process of CD&E we encourage this "transformation" in the minds of the participants. Only those who have gone through this process can really think and act in network terms and at the same time deploy all military resources in the best possible manner.
TEXnet.
A transformation and exercises environment for NCW must cover the analysis and experimentation area and also be suited for decision-making support, training and quick prototype development. With TEXnet, our test and experimentation network, we offer an officially accredited hierarchy of simulation systems and test facilities. TEXnet supports the transformation process of the Bundeswehr and is also available to our national and international partners. |
