Security

Since the end of the cold war, we have increasingly had to adapt to dangers and risks that are not primarily military in nature. Since 11 September in particular, it has become evident that new security concepts are required to counter new threats arising from

  • terrorism,
  • organised crime,
  • natural catastrophes and from
  • inherent system risks (e.g. nuclear energy, the Internet).

The challenge lies in finding and implementing efficient solutions for the whole security chain covering

  • safety measures and prevention,
  • the preparation of security forces and organisations,
  • reacting to damaging events and
  • damage limitation and redress.

This requires solutions that take account of the organisation, processes and cooperation procedures, the training of staff and units deployed, and their technical equipment.

The fact that national expertise and competence is spread over a large number of authorities and organisations at local, regional and national level makes this task more onerous. Many of the measures required need to be realised or at least agreed at national level. European security and defence policy has already been adapted, resulting in the establishment of new security organisations and programmes. It is not possible to differentiate clearly between internal and external security.

We have entered into new territory in the areas of requirement assessment, concept determination, realisation of measures and implementation strategies for the new security tasks: here we use innovative methodical initiatives and, increasingly, modelling and simulation, along with integrated test beds.
